Getting a building permit in Oman involves multiple authorities, a specific sequence of submissions, and a set of technical requirements that are not always clearly documented. For clients unfamiliar with the process, it can feel opaque and slow.

This guide explains how the authority approval process works in Oman — focusing on residential projects in the Muscat Governorate — and what you can do to keep things moving.

The Key Authorities

The primary authority for building permits in Muscat is the Muscat Municipality (Baladiyat Muscat). All building permit applications for residential and commercial projects in the Muscat Governorate are submitted to and approved by the Municipality.

Depending on the location and nature of the project, additional approvals may be required from: the Public Authority for Civil Aviation (PACA) for projects near the airport; the Ministry of Heritage and Tourism for projects in heritage areas or near archaeological sites; the Public Authority for Electricity and Water (PAEW) for projects requiring new utility connections; and the Royal Oman Police (ROP) for projects affecting road access.

For projects in master-planned communities — Al Mouj, Muscat Hills, Saraya Bandar Jissah, and others — the developer's own design review process must be completed before the Municipality submission.

The Approval Sequence

The authority approval process in Oman follows a specific sequence. The first step is the preliminary approval (موافقة مبدئية) — a review of the concept design to confirm that the proposed building complies with the plot's zoning regulations, setbacks, height limits, and plot coverage ratios. This step is important because it confirms the basic parameters of the design before detailed drawings are prepared.

Once the preliminary approval is obtained, the detailed design is developed and the full building permit application is prepared. This includes architectural drawings, structural drawings, MEP drawings, and a range of supporting documents including the title deed, engineer registration certificates, and authority fees.

The building permit (رخصة البناء) is issued once all drawings and documents have been reviewed and approved. Construction cannot legally begin before the building permit is issued.

Common Causes of Delay

The most common causes of delay in the Oman authority approval process are: incomplete or incorrect documentation at the time of submission; drawings that do not comply with the Municipality's technical requirements; changes to the design after submission that require resubmission; and coordination failures between the architectural, structural, and MEP drawings.

The best way to avoid delays is to prepare a complete and correct submission the first time. This requires a thorough understanding of the Municipality's requirements — which change periodically — and a careful review of all documents before submission.

Typical Timelines

For a straightforward residential villa in Muscat, the preliminary approval typically takes 2–4 weeks. The full building permit, once a complete application is submitted, typically takes 4–8 weeks. More complex projects, or projects that require additional authority approvals, take longer.

These timelines assume a complete and correct submission. Incomplete submissions, or submissions that require significant revisions, can add months to the process. Clients who are working to a tight construction timeline should factor in a contingency for authority approval delays.

The Role of the Consultant

In Oman, the building permit application must be submitted by a licensed engineering consultancy — not by the client directly. The consultant is responsible for the technical content of the submission and for managing the approval process with the Municipality.
